At the government of Upper Bavaria (Regierung von Oberbayern) administrative tasks from departments of the Bavarian state chancellery (Bayerische Staatskanzlei) and from nine state ministries are gathered in one authority. This bundling and the integration of technical and special authorities make the government of Upper Bavaria (Regierung von Oberbayern) a powerful administrative authority. The district government of Upper Bavaria (Regierung von Oberbayern) as a uniform contact point offers decisions from one hand and, hence, a better service for citizens, economics and municipalities than a multiplicity of individual authorities at the medium level could guarantee this.

It is the task of the district government of Upper Bavaria (Regierung von Oberbayern), to pick up the different interests, to weigh them up, to develop new possible solutions and compromises.
Example: For the decision over a road construction project, for instance, the concerns of road traffic, water management, environmental protection, agriculture and forestry, business development, but also the interests of the citizens have to be considered. Instead of a multiplicity of individual permissions the government of Upper Bavaria (Regierung von Oberbayern) makes one decision by the plan approval order (Planfeststellungsbeschluss). Previously it has involved the authorities, municipalities and citizens, the particular interests evaluated and weighed up and, if possible, reduced to a common denominator.

Especially in a surface state such as Bavaria regional partners and suppliers of administrative tasks below the level of ministries are indispensable. The district government of Upper Bavaria (Regierung von Oberbayern) carries out the state tasks on the medium level and thereby relieves the ministerial level in the enforcement of the laws. On the other hand the district government of Upper Bavaria (Regierung von Oberbayern) carries out supra-regional tasks that district authorities cannot manage on their own.

The district government of Upper Bavaria (Regierung von Oberbayern) thus forms the hinge between the Bavarian state government and the administration at the local level. Within this framework it issues permissions in many important areas. It promotes a lot of private and public projects, removes exams and grants legal protection in case of objections against decisions of rural district offices, large district towns and urban districts. An objection is permitted as an optional legal remedy against certain decisions, e.g. in some sectors of social law. The objection procedure enables a checking of the initial decision within the administration and stands apart from the opportunity of taking directly legal action at the Administrative Court. Partner of authorities und municipalities
The president of the district government (Regierungspräsident) is the chief administrator of the district government of Upper Bavaria (Regierung von Oberbayern) which has approximately 1,300 members of staff; here are represented more than 25 scientific departments. The staff members work constructively and in partnership with citizens, municipalities, the economy, associations and other authorities.
